UrbanSolutions Planning & Land Development Consultants Inc. is the authorized planning consultant acting on behalf of Representative Holdings Inc., the owner of 117 Forest Ave & 175 Catharine St S.

The proposal for the subject property is to develop a residential building with 85 units, known as the Brockton. On the undeveloped portion of the property, the proposal entails establishing a 10 storey multiple residential building for 78 units and seven three-storey townhouse units. A shared underground parking garage with 49 spaces, including 2 accessible spaces is also proposed.

To facilitate this proposal, applications were submitted to the City of Hamilton in December of 2016, to amend the applicable Zoning By-Law.

The purpose of this website is to provide interested parties with access to the proposed development application details, supporting studies and access to participate in the planning process.


Prior to submitting planning applications to the City of Hamilton, the development concept participated in the City’s Formal Consultation process. Through this process, it was determined that a Survey, Concept Plan, Planning Justification Report, Elevations, Urban Design Report, Functional Servicing Report, Landscape Drawings and a Parking Analysis would be required to evaluate the proposal.

These reports have been completed and submitted to the City of Hamilton in support of the proposal and copies of the reports are available for you to review.


December 23, 2016 – Application for Zoning By-law Amendment submitted to the City of Hamilton.

January 5, 2017 – Application for Zoning By-law Amendment deemed completed by the City of Hamilton.

October 19, 2017 – Corktown Neighbourhood Association Public Information Meeting.

January 22, 2018 – Parking Study and Analysis Addendum submitted to the City of Hamilton.

May 7, 2018 – Revised Concept Plan, revised draft Zoning By-law, and Right of Way Impact Assessment submitted to the City of Hamilton.

June 1, 2020 – Resubmission made in support of the Zoning By-law Amendment application.

October 6, 2020 – City of Hamilton Planning Committee scheduled to hear Zoning By-law Amendment application.

October 23, 2020 – City of Hamilton Passes Zoning By-law No. 20-216.

November 12, 2020 -No Appeals received; Zoning By-law No. 20-216 Final & Binding.
