Project Description

UrbanSolutions assisted Enbridge Gas Inc. in their investigations related to the proposed Line 10 maintenance project between Westover Terminal in Flamborough and Nanticoke Junction in Glanbrook. UrbanSolutions’ responsibilities were to complete a review of applicable municipal and provincial policies including the implications of the Greenbelt Plan, Urban Hamilton Official Plan, Rural Hamilton Official Plan, and applicable City of Hamilton Zoning By-laws. The analysis offered critical planning insight into the regulatory environment affecting the corridor, supporting Enbridge’s assessments and ensuring the project’s considerations aligned with relevant policy requirements.

Line 10 is a 143-kilometre export pipeline that carries oil from Enbridge’s Westover Terminal in Hamilton, Ontario to West Seneca, a suburb of Buffalo, New York. From there, the oil travels via the Kiantone Pipeline to Warren, Pennsylvania, where it is refined into gasoline, diesel, propane, butane, asphalt and other essential petroleum products. The Kiantone pipeline and refinery are owned by United Refining Company.

Enbridge has proposed to replace 32 kilometres (km) of existing 12 inch-diameter Line 10 pipe with 35 km of new 20 inch-diameter pipe in southern Ontario. It would connect Enbridge’s Westover Terminal to its Nanticoke Junction Facility in the City of Hamilton.
