Wilson at Academy
UrbanSolutions Planning & Land Development Consultants Inc. is the authorized planning consultant acting on behalf of Wilson St. Ancaster Inc., the owner of 392-412 Wilson Street East & 15 Lorne Avenue, Ancaster. The proposed development entails one (1) 8-storey mixed use building containing 118 residential units and 1,475 m2 of commercial space at grade. In addition, the proposed development is accommodated by 190 bicycle parking spaces and 263 parking spaces which are provided through 42 commercial surface parking spaces and 221 underground parking spaces. To facilitate this proposal, an application was submitted to the City of Hamilton in December of 2024, to amend the Urban Hamilton Official Plan.
The purpose of this website is to provide interested parties with access to the proposed development application details, supporting studies and access to participate in the planning.
RESOURCES
Prior to submitting planning applications to the City of Hamilton, the development concept participated in the City’s Formal Consultation process. Through this process, it was determined that a Survey, Concept Plan, Draft Official Plan, Planning Justification Report, Urban Design Brief, Archaeological Assessment, Cultural Heritage Impact Assessment, Tree Protection Plan, Preliminary Landscape Plan, Phase I Environmental Site Assessment, Soils/Geotechnical Study, Functional Servicing Report, Noise Impact Study, Sun/ Shadow Study, Transportation Impact Study and Demand Management Options Report, Public Consultation Strategy and a Preliminary Grading & Servicing Plan would be required to evaluate the proposal.
These reports have been completed and submitted to the City of Hamilton in support of the proposal and copies of the reports are available for you to review.

January 21, 2026 – Visual Impact Assessment resubmitted to the City of Hamilton and Niagara Escarpment Commission to address comments received.
December 11, 2025 – Visual Impact Assessment submitted to the City of Hamilton and Niagara Escarpment Commission.
July 23, 2025 – Official Plan Amendment resubmission package submitted to the City of Hamilton.
February 6, 2025 – Notice of Complete Application issued (UHOPA-25-001).
December 23, 2024 – Official Plan Amendment application submitted to the City of Hamilton.
December 6, 2023 – Ministry of Municipal Affairs and Housing enacted the Planning Statute Law Amendment Act, which had the effect of reversing all previous modifications made to the UHOP through OPA 167. As a result, an Official Plan Amendment application was required to facilitate the proposed development.
September 18, 2023 – City of Hamilton and applicant agree to withdraw Official Plan Amendment in light of OPA 167 changes to the UHOP. Ontario Land Tribunal approves appealed Zoning By-law Amendment application through settlement between applicant and City of Hamilton.
June 8, 2022 – Official Plan Amendment 167 (OPA 167) is approved by the Ministry of Municipal Affairs and Housing, that made modifications to the Urban Hamilton Official Plan (UHOP) which eliminated the need for an Official Plan Amendment to permit the proposed development.
Spring 2022 – Official Plan and Zoning By-law Amendment Applications appealed to Ontario Land Tribunal (OLT) (formerly Local Planning Appeal Tribunal – LPAT) by applicant for municipalities failure to make a decision within the prescribed time period as outlined in the Planning Act.
January 20, 2022 – Notice of Complete Application issued (UHOPA-22-004 & ZAC-22-011).
December 17, 2021 – Official Plan and Zoning By-law Amendment application submitted to City of Hamilton.
May 7, 2021 – Formal Consultation Waiver issued.
April 16, 2019 – Formal Consultation Document issued (FC-19-019).
January 25, 2019 – Formal Consultation application submitted to City of Hamilton.
