MacNaughton Hermsen Britton Clarkson Planning (MHBC) is the authorized planning consultant acting on behalf of Roxborough Park Inc., in relation to their development proposal for the lands municipally known as 20 Reid Avenue North, 11-17 and 41 Reid Avenue South, 22-116 Lang Street and 2, 4, 6, 8, 10, 12, 14, 16, 18, 20, 22 and 24 Hayes Street.

The proposal entails a phased redevelopment of the site to include approximately 650 residential units of mixed form, type and density. The redevelopment is part of an affordable housing demonstration project, which includes the replacement of existing CityHousing units at the end or their lifecycle with new dwelling units.

To facilitate this proposal, an application for a Zoning By-law Amendment and Draft Plan of Subdivision was submitted to the City of Hamilton in on December 21, 2017.

The purpose of this website is to provide interested parties with access to the proposed development application details, supporting studies and access to participate in the planning process.


Prior to submitting planning applications to the City of Hamilton, the development concept participated in the City’s Formal Consultation process. Through this process, it was determined that a Survey Plan, Preliminary Concept Plan, Planning Justification Report (including urban design brief), Functional Servicing Report, Traffic Impact Study, General Vegetation Inventory, Archaeological Assessment, and Archaeological Assessment, be required to evaluate the proposal.

All these items have been completed and submitted to the City of Hamilton in support of the proposal and copies of the reports are available here for review.


June 2015 – Formal Consultation meeting held at the City of Hamilton.

December 1, 2017 – Project briefing meeting held at the City of Hamilton and Extension of Formal Consultation waiver issued.

December 21, 2017 – Application for Zoning By-law Amendment submitted to the City of Hamilton.

January 18, 2018 – Application for Zoning By-law Amendment deemed complete by the City of Hamilton.

January 25, 2018 – Circulation to the surrounding public.

June 26, 2018 – Statutory Public Meeting is scheduled for July 10th 2018 at 9:30 am in Council Chambers of City Hall.

July 13, 2018 – City of Hamilton Council approved the Zoning By-law Amendment.
