UrbanSolutions Planning & Land Development Consultants Inc. is the authorized planning consultant acting on behalf of the owner, LIUNA Local 837 Lister Property Corporation, and the applicant, The Hi-Rise Group. The owner and applicant are proposing to construct a 21-storey mixed use development. This development includes ground floor retail with access on James Street North and 146 multiple dwelling units geared toward students in the balance of the building with access from Rebecca Street. The entrance along Rebecca Street will be setback to allow for a landscaped plaza that will include a seating area and temporary bicycle parking. The 21-storey development will have a step back above the 18th floor and a mid-block recessed bay to create the image of two separate buildings.

The former William Thomas building was demolished in 2010 due to poor condition and this proposal seeks to retain an important heritage resource that was designated under Part IV of the Ontario Heritage Act by restoring and rehabilitating the former 4-storey, 9-bay stone façade along James Street N. The façade was carefully removed and stored in a warehouse prior to the demolition of the building.

A Zoning By-law Amendment was recently submitted to the City of Hamilton by UrbanSolutions on behalf of the owner and applicant. A future Site Plan Control application will be submitted to the City of Hamilton at a later date. Ongoing responsibilities include liaising with City Staff and the Ward Councillor and project managing the Planning Act approvals on behalf of our client(s).

The purpose of this website is to provide interested parties with access to the proposed development application details, supporting studies and access to participate in the planning application process.

RESOURCES

Prior to submitting the planning applications to the City of Hamilton, the development concept participated in the City’s Formal Consultation process.  Through this process, it was determined that a Concept Plan, Planning Justification Report, Urban Design Brief (including a sun/shadow study), Archaeological Assessment and Parking Study would be required.

These reports have been completed and submitted to the City of Hamilton in support of the proposal and copies of the reports are available below for you to review.

PROJECT UPDATES & IN THE MEDIA

May 4, 2016 – UrbanSolutions and the project team are working with City staff in securing final site plan approval.

April 12, 2016 – The Zoning By-Law became final and binding.

February 24, 2016 – The Zoning By-Law Amendment application was passed by Council.

February 16, 2016 – The City of Hamilton Planning Staff recommended approval of the Zoning By-Law Amendment application at Planning Committee. Planning Committee approved the application.
