LiUNA Gardens

UrbanSolutions Planning & Land Development Consultants Inc. is the authorized planning consultant acting on behalf of Fengate Liuna Gardens Holdings LP., the owner of 522 & 526 Winona Road. The proposed development consists of two (2) 24-storey multiple dwelling and two (2) 15-storey multiple dwellings connected through a 2-storey podium as well as two (2) 4-storey stacked townhouse blocks and five (5) 2-storey townhouse blocks. To accommodate the proposed 1212-unit development, 1067 parking spaces and 727 bicycle parking spaces are provided. Further, a shoreline publicly accessible park is proposed as part of the development. This public park is proposed to be 30-metres in depth and run the complete length of the shoreline for the subject lands.

To facilitate this proposal, applications were submitted to the City of Hamilton in December of 2021, to amend the Urban Hamilton Official Plan and the Zoning By-law.

RESOURCES

Prior to submitting planning applications to the City of Hamilton, the development concept participated in the City’s Formal Consultation process. Through this process, it was determined that a Survey, Concept Plan, draft Official Plan and By-laws, Planning Justification Report, Elevations, Urban Design Report, Archaeological Assessment, Landscape Plan, Linkage Assessment, Tree Protection / Management Plan, Record of Site Condition, Grading & Servicing Plan, Storm Drainage Area Plan, Stormwater Management Report/ Plan, Hydro Geotechnicial Study,  Functional Servicing Report, Watermain Hydraulic Analysis, Water and Wastewater Servicing Report, Sun/Shadow Study, Wind Study, Transportation Impact Study and Demand Management Options Report, Neighbourhood Traffic Calming Options Report, Public Consultation Strategy and a Visual Impact Assessment would be required to evaluate the proposal.

These reports have been completed and submitted to the City of Hamilton in support of the proposal and copies of the reports are available for you to review.

PROJECT UPDATES

November 25, 2020 – Shoreline Alteration Permit Approved by Hamilton Conservation Authority.

September 17 & 21, 2021 – Demolition of Banquet Hall and E.H. Mancinelli Training Center Approved & Demolition Permit Issued by City of Hamilton.

October 14, 2021 – Formal Consultation application submitted to City of Hamilton.

December 22, 2021 – Formal Consultation Document issued (FC-22-002).

December 23, 2021 – Official Plan and Zoning By-law Amendment application submitted to City of Hamilton.

February 1, 2022 – Notice of Complete Application issued.

March 29, 2022 – Virtual Neighbourhood Information Meeting held.

June 1, 2022 – Official Plan and Zoning By-law Amendment applications appealed to Ontario Land Tribunal (OLT) (formerly Local Planning Appeal Tribunal – LPAT) by applicant for municipalities failure to make a decision within the prescribed time period as outlined in the Planning Act.

April 10, 2024 – Appeal dismissed by Tribunal.
