White Church Urban Boundary Expansion

UrbanSolutions Planning & Land Development Consultants Inc. is the authorized planning consultant acting on behalf of Whitechurch Landowners Group Inc., who are the registered landowner group associated with the lands commonly known as the White Church Urban Expansion Area in the City of Hamilton. The White Church Urban Expansion is comprised of parcels bounded by Upper James Street to the west, Airport Road East to the north, Miles Road to the east and White Church Road East to the south. The proposal for the subject lands is to develop The proposed Urban Boundary Expansion Area is approximately 364.0 hectares in size and is anticipated to be developed with approximately 7,600 residential units, three elementary schools, one community park, five neighbourhood parks, 17 ha of commercial land uses, 19 ha of natural open space and a recreational trail system. The residential units will be primarily contained in single detached dwellings, semi-detached dwellings, street townhouse dwellings, stacked townhouse dwellings, and other low rise ground related dwellings.
The purpose of this website is to provide interested parties with access to the proposed development application details, supporting studies and access to participate in the planning process.

Prior to submitting planning applications to the City of Hamilton, the City’s draft Framework for Evaluating and Processing Urban Boundary Expansion applications was referenced to determine the supporting materials required as part of the complete Official Plan Amendment application. Through this review, it was determined that a Complete Application Compliance Summary,
Survey Plan, Concept Plan, Phasing Plan, Emergency Services Assessment, School Accommodation Issues Assessment, Draft Urban Official Plan Amendment, Draft Rural Official Plan Amendment, Conceptual Community Design Package, Core Areas & Conservation Authority Regulated Area Plan, Planning Justification Report, Public Consultation Summary & Comment Response inclusive of the Indigenous Engagement Strategy, Energy and Climate Change Assessment Report, Functional Servicing Report, Sub-watershed Study, Environmental Impact Study, Hydrogeological Study, Geotechnical Study, Noise Feasibility Study, Odour Impact Assessment, Preliminary Tree Management Plan, Phase I Environmental Site Assessment, Phase II Environmental Site Assessment, Land Needs Analysis inclusive of Housing Assessment, Recreation Needs Assessment, Fiscal Impact Assessment, Commercial Needs Analysis, Agricultural Impact Assessment, Transportation Master Plan inclusive of Transit Assessment, Stage 1 Archaeological Assessment, Cultural Heritage Impact Study, Karst Assessment, and completed Official Plan Amendment Application form would be required to evaluate the proposal.
These reports have been completed and submitted to the City of Hamilton in support of the proposal and copies of the reports are available for you to review.
PROJECT UPDATES
November 12, 2024 – Neighbourhood Information Meeting held with representatives from Whitechurch Landowners Group Inc. and surrounding landowners.
January 24, 2025 – Consultation Meeting held with Six Nations of the Grand River and representatives from Whitechurch Landowners Group Inc.
February 26, 2025 – Official Plan Amendment application submitted to City of Hamilton.
March 12, 2025 – Notice of Complete Applications received from City of Hamilton (UHOPA-25-004 & RHOPA-25-005)
